You probably have the PTR installed somewhere and the installer doesn't know how to update it. Try looking for it and then run it. It's usually in the Program Files or Program Files (x86) folder under World of Warcraft Public Test

Check the physical motherboard itself, mainly the capacitors. They're supposed to be flat and with nothing yellowish coming out of the top. Motherboards that fry video cards tend to have them being bloated on the top or have yellow stuff on them. But then there's an issue where the power supply could be bad too to cause that, or just have a bad 12v rail that went to your old video card thru the back of the card.
