It says 5.4 PTR Patch Notes - August 19 in the news section of WoW launcher, but if you click the link it's 8/14 ptr notes. There's only a hotfix for today.
Sorry if i'm posting in the wrong place, but this doesn't seem like a bug and it's not in game on on the website or armory...
Please lock/delete if this has already been brought to your attention and fixed.
