It says 5.4 PTR Patch Notes - August 19 in the news section of WoW launcher, but if you click the link it's 8/14 ptr notes. There's only a hotfix for today.
Sorry if i'm posting in the wrong place, but this doesn't seem like a bug and it's not in game on on the website or armory...
Please lock/delete if this has already been brought to your attention and fixed.

I edited the date on the wrong entry. It's the 5.3 hotfixes that got updated on August 19 (a very minor one for Twin Consorts). Thanks for bringing it to my attention. :)
