Last PTR update will nerf the "BiS" legendaries because they feel that this items provide a significative dps increase in all situations, then is a good idea that their raw power is reduced.
However there are some legendaries that they want them to be situational, best example is Sephuz's Secret. They said that their idea is that this situational items aren't useful in all situations but when they are, they should be very powerful. I own Sephuz, right now you know is one of the worst legs. but in 7.1.5 they buff it and interrupts/dispells proc it. Since in almost all the fights there is something to dispell/interrupt/root this will be a BiS specially for healers (unlike now that is trash in most fights), haste is not the best stat for a healer but hey.
The problem will be the opposite, those who are very successful in fights aren't the guys with 2 BiS legendaries but that guys with a pool of legendaries to choose that can use the 2 ones that best fit that fight design.

For me is just another nail in the coffin , they have acknowledged in the latest Q&A that in the future they want to release more utility only legendaries but meanwhile they keep feeding this inherently wrong legendary system. 7.1.5 was the patch to redesign this, better luck on 7.2
