Assuming they are all on the same Battle.net account any qualifying character on that Battle.net account will have access.

I'm not aware of any such conditions, Jail. These mounts are bound to the Battle.net account so they should be accessible to all qualifying characters on that Battle.net account. Once learned that is. Assuming there wasn't an issue with the original purchase they should be there.
