[Warmongering Combatant's Insignia of Victory] it's bugged.It won't proc from attacks neither does it have an ''on use'' effect

Thanks for the reports about this and many apologies for the confusion!
This issue was addressed during the Hotfixes applied last night. These trinkets should now correctly have a chance to proc instead of only proc'ing when they are first equipped. |
