The expac JUST came out. Past time table says we have at least a year and a half of this content. You aren't supposed to get a fully upgraded Garrison within a week.
This game has spoiled you rotten in the past. Please have a bit of patience. Eventually everyone will have decked out level 3 buildings in all of their plots. But if it happened within the first couple weeks of the expansion, the garrison upkeep as a whole would be meaningless.
