The current plan is to have it introduced in patch 5.3. Just to quote the blog that Mírion is referring to:
PvP Gear in Patch 5.3:
Incoming 5.3 Gear Changes
  • The Conquest Point catch up cap will be introduced. You can read our PvP Gear in 5.2 and Beyond blog for more information on these changes

If you want to figure out what your cap is once 5.3 comes out, use this formula: (Current week of the season) * 1000 – (Conquest earned thus far this season)

All characters utilize the new catch-up system in the same way; even if they reach level 90 after patch 5.3 goes live. If it didn't do this, then it would not be able to accomplish its task of assisting those that start to PvP late in the season with getting the gear they need to be competitive. So even if your Death Knight, or any other character reaches level 90 after patch 5.3 is released, you will still get the same cap as someone who has been level 90 since patch 5.2, but hasn't earned any Conquest points this season.
