22 February European Network Issue

blizz -> wysłany:
On the evening of Tuesday 22 February, a major disturbance occurred in a service provider’s internet backbone for Europe. As with many other services relying on this backbone, the incident impacted access to World of Warcraft and StarCraft II services until the issue was corrected around midnight (CET).

We realise service access issues can cause a lot of frustration and, as with this message now, we aim to provide some explanation once a solution has been implemented. Please remember to check breaking news in the game client, and the Service Status forum, for information during such interruptions.

How? The website was taken down as well.

When the issue first occurred, yes, but it came up some time before the backbone issue was solved. It's more general advice though, not only specific to this particular incident. :)
