A while back on Imonar progression we noticed that one of our players seemed to be getting sleep canister more often than the rest of the raid. We chalked it up to rng and it became a funny thing in the guild when he got it, stating that it's not a good pull unless he is getting it.
Fast forward to Argus progression, and the pattern reemerged. It seemed as often as every third pull, Bill had Rage for the first set. The joke from Imonar continued. After close to 500 pulls, I decided to see if the game actually chooses Bill over others and what I found was surprising. So it begs to ask, why does Blizzard hate Bill?

For those that prefer not to see links, and will just believe me. Bill gets Sargeras' Rage nearly twice as often as anyone else, and on top of that it's not based on RNG, because he is the top person getting rages every night.
Out of 2600 rages, Bill got it ~400 times, compared to the next melee at 222.
So what did Bill do to Blizzard, and what can he do to fix it?
