Why is rating decay not implemented into this game yet?

If you implemented this it would mean that teams wouldnt camp at their rank for 6 months - every season. And therefore you would keep people occupied and not bored. Really it make no sense to me at ALL. It's like if someone asks if you want 10 billion dollars for free. I really dont get it.
