I mean, if you get down to it, its a model id number behind the item. Why does this new feature require an item with stats, all it is doing is taking the model ID from the item you choose and replacing it onto your item with your stats. Why can't I PvP in a Tuxedo with a Top hat, WHY BLIZZARD WHY?
