I bought the Grimoire of the Four Winds from the BMAH, and am unable to learn it even though I clearly meet all the requirements.

Battle.net Account bound items means you can send it to your characters that may be cross-realm and/or cross-faction. Those characters would be able to use the tome as long as they meet the requirements as stated in the item tooltip.
