Volatile Fire on the Blast Furnace

We are on this boss right now and we are on pull 9 and the first seven pulls we saw no volatile fire being cast.

Now all of a sudden the last 2 pulls we see volatile fire and it is targetting the entire raid instead of a random party member like the tooltip says.

Any1 got any info?
