Does upgrading Legendary cloak increase proc?

I'm getting mixed messages and am curious if this is true.... I'm referring to the proc rate being affected.

There may be an increase to activation/proc rates due to increases in secondary stats but the Legendary Cloak's base activation/proc rate does not increase when upgraded. You can see the activation rates both before and after the upgrade from the item upgrade NPC.
