tldr: The frustrations that have arise from SoR are the result of a disparity between the promotion's goal and intent ("Tools to Close Gaps"), and what some wow vets see these tools as ("Rewards for Quitting").

Blizzard works on creating content, and looks to release expansions faster than before.
Blizzard cooks out a way to (hopefully) convince some wow veterans to come back
Blizzard's method includes closing the character level gap, gear gap, closing the server/faction gap, and closing the expansion gap between your character and your resurrected friends.
Some people think, "Wow, thats wild, bold, and crazy of Blizzard to do. Awesome!"
Some people think, "Wheres my free lvl 80, my free char transfer, my free _____?"
To those people who missed out on this offer just by a few days, that's part of the reality of this promotion: announcing this early would risk ppl purposely cancelling their account in advance just to make their account eligible for SoR, and would ultimately backfire on the whole intention of this new SoR feature. This is to promote the health of the game (and therefor the health of Blizzard and health of future releases of Blizzard), not to just hand out free things to those who thought they could out-smart the system by cancelling in advance of the new SoR coming out.
While the timing of the launch of SoR launched is unfortunate for those who came back right before, I hope you can think of it this way: lvling to 1 to 80 has been made much easier with guild perks, BoA items, and drops in required experience from 1 -> 80 for the most part. 70-80 was dropped by like.. 30% experience recently. I started lvling my hunter recently, and 70 -> 80 flew by. I think with Borean Tundra mostly done, and a handful of random dungeons, I was already 80.
For those people who feel that they are owed something for using Scroll of Resurrection, you are still getting a mount + a month of free time I believe (if your friend pays for a month). I invite you to re-evaluate the intent of the perks your friends get, and look at them less as, "Rewards for Quitting" and more as "Tools to close the gap between my friend and me." Sure, there will be ppl using it just to level a class they never found themselves playing in the past, but ultimately if they're back, maybe the perks of this promotion was just enough to get that person back into the game, and you have a "new" friend back in the game to talk about X Y Z with.
Weeks, months down the road, who will still be cooking a grudge about, "My friend got a free lvl 80, and I didn't."? I imagine and hope not a lot of ppl will be, and maybe people's reaction of this will simmer down a bit from this promotion.
