The SoR is basically rewarding players who get their friends that no longer play to re-open their account. Its kind of like commission, you make us money we share some with you. I dont understand why people are making such a big deal out of it.
If you cant use a scroll on anyone you are not making blizzard anymore money, therefore, you dont get any rewards. If you bring someone back with the scroll you are rewarded for making the company a little more money. That seems to be pretty fair to me.
The only thing that seems unfair is that you can use the scroll on other inactive accounts under the same Battle.net account. So I can use the scroll on myself and get a free lvl 80 with 310% flight, 4 frostweave bags, 75g, a full set of ilvl 232 greens, all abilities payed for, and a flying mount. I can then not pay for the 30 days and transfer the toon to my main account for $25. So basically I can buy a level 80 for $25 if I have an inactive account.
