Missing Pet Abilities at Low Levels

Has anyone else noticed that when you have a hunter at low levels the pet's special abilities are no longer in your spellbook?

There is no prowl for my cat and no on/off for my bat's sonic scream and my owl's snatch. Prowl, sonic scream, and snatch are not listed at levels 10-16.

There was no mention of this in the patch notes. Do pet abilities now have levels where the abilities kick in? If so, that is really a handicap for hunters.

Pets get their specials at their level 20. Been that way for quite a while now.

This is right. Some of the abilities were incorrectly available to players below level 20, which has been fixed.
