United Nations not adding up

Just looking at two players myself and Thray@Malfurion we have 50 unique exhalted reputaions between us and are revered in guild but when I look at the United Nations guild achievement it lists 47/55. I haven't checked others but there the guild may have even more. How are we to tell what is being counted and what is missing?
