City Tabards not working in BC instances intended?

Have wondered for some time now why the tabards for each city doesnt work when you are doing Burning Crusade instances and raids.
Doesn't makes sense when they work in WOTLK instances wich are higher level than BC.
Anyone got some info about this?

Yes the new racial faction tabards will only give you reputation for that faction when you wear them in Cataclysm (80-85), Wrath of the Lich King (80 & Heroics) or Classic (1-60) dungeons. The system for The Burning Crusade dungeons is a bit different, as those dungeons have their own inherent reputations; for example, Shadow Labyrinth awards Lower City reputation.
