Heya, moving this to interface and Macros, as it seems a more appropriate topic.

If you do not wish to have an addon for this, you can also right-click on the target frame, and in the menu select "Move Frame -> Buffs On Top".

I also like to combine this with "Move Frame -> Lock/Unlock Frame" in order to move around the target frame somewhere more suitable for me!
